Three well placed small neutron bombs would do the EMP deed on those grids......kill hundreds, maybe thousands........no damage to buildings and very little radiation........

Would cause a nation wide panic......local law enforcement would be instructed to take inventory of weapons.......Feds would assure citizens that they would get to keep their weapons (you can keep your Doctor).........
