And that’s likely why most people send their kids to private schools: because the quality of public schools in most areas is so poor.

The reason he does so is because NYC's public school population is 70% black and Hispanic. Without tracking, his kids will learn at the rate of the slowest students in class. That's what "gifted" programs are all about - it's a way of providing a limited form of tracking without implementing the full-blown thing. Mozart was gifted. Newton was gifted. Any given valedictorian in a school, public or not, is not the kind of 1 in a billion talent that Mozart and Newton were.
