I think that the Governor might have a spy inside the prison.
Not likely since this isn't a war. Besides, what would be the purpose of subverting your own compound of personal protection? We're talking about survival at the most basic level..........

A swarm too huge for the prison to be any protection....now thats frightening right there, That's the part I don't get. They "clean" the fence instead of just beefing up its support. Put enough braces on the uprights and it would be like the mozzarella trying to "take down" the cheese grater.

It isn't a war for our guys, but as far as the nutcase Governor is concerned, I'm betting the war never ended.
I read two of the three WD novels, and in those, Bob was a Woodburian; the Governor kept him supplied with alcohol to manipulate him. Gov has to be set up somewhere...who knows, maybe Bob is planning to join him there. This guy just bugs me...I remember Sasha said Daryl had picked him up only a week earlier in the woods.
Then again, maybe I'm wrong and it's the kid feeding the rats. :)

Let's also keep in mind that the Governor is crazy: [1) zombie heads in the aquarium and 2) the massacre of the Woodburians after the failed assault on the prison.
] Not only is he crazy, but he's also motivated by revenge. Michonne put out his eye and killed his zombified daughter. And Rick & company destroyed the power set up that the Governor had being in charge of Woodbury.
I don't know who's feeding the rats, but to me it looks like someone taller, so probably an adult. I suspect Bob the Army medic, but that's JMO.

I would agree with that but after seeing the advancing mass, their only salvation is to hit the road......And I suspect they will.

I don't know who's feeding the rats, but to me it looks like someone taller, so probably an adult. I suspect Bob the Army medic, but that's JMO.
Remember, it was the two little sisters who were attempting to give identity to the walkers at the fence by giving them names until Carl came along and tried to remind them that they were dead.
That's why I believe it was one of them who is feeding the walkers with rats.
As a side note, it's doubtful Bob the medic would actually stand there and feed rats to the walkers when all he had to do was toss them over the fence.......Nope, Bob is not involved at all.

Honestly, after seeing the size of that herd, it's hard to imagine any place that's really safe, outside of an island.
