Exactly what I thought. Looked it up on IMDB, and yes he was in an episode of Star Trek. Plot synopsis certainly would lend me to believe that was the episode he would have been in.

When I was a kid, I always thought that character looked like a baby. His voice was dubbed over, obviously.
And poor Clint Howard did not age very well.
BTW, was he adopted? he looks nothing like Ron Howard.
And he's apparently a conservative too, so this would fit with the adopted theory.
