Let me guess where this is happening. It occurs in areas where people do not have checking accounts and frequent businesses for payday advances. The other part of the demographic is that in all instances they have failed government schools with high dropout rates, and those that graduate are still functionally illiterate. If Obama had sons and daughters ...

Those that pick up bald tires from the junkyard actually have some smarts. They are not buying into flashy wheels and are probably using their money wisely ... even if they are bald tires and could not pass inspection. They also have the smarts to know what they are doing is somewhat unsafe and compensate in the way they drive - for their own safety. They may be the few that are not illiterate.

When I was broke, I would buy used tires from a reputable tire store. These used tires were actually in great shape, but were discarded by a customer looking to upgrade to a fancier set of wheels.
