I am surprised they didn’t already have it.
Heck, even here in the People’s Collective of New York anyone can keep deer killed by cars, regardless of season. You just have to have a sheriff’s deputy give you a tag for it so the State DEC doesn’t nail you for taking a deer out of season. This is easy since one usually calls for a LEO after hitting a deer because you need the report for insurance.
Hit a deer around here and someone will show up in short order asking for it. They rarely go to waste.
I have only “harvested” deer by motor vehicle (2 in the last 6 years alone) but thankfully no other big game. So I don’t know if the same rule applies to bear.

It depends...
I have seen some hit so hard even the hide was questionable.
I saw one get hit which was merely decapitated. A whole critter of good meat, bled out on the scene.
It varies, and fresh meat in any month with an 'r'...
