Yes, I know that's true. They played games with the numbers to make it look like there was a slight surplus. But, the national debt increased, so the reality is it was not balanced.
But, even granted that it was "close enough", it still wasn't Clinton that did it -- at least not without the insistence of a Republican House and Senate. What really did it was the explosion of tax revenue from realized capital gains at the end of the dot.com boom. The Democrats would have been spending it even faster.
