I think the toll authority here in N. Texas did something similar... they were going (now are) all electronic tolling... but they didn't do so as fast as they could have. There was something in the paper 3 or 4 years ago that mentioned they wanted to slowly transition so as to not throw all the toll collectors out of work.
I said it then and I say it now... Why? In the private sector when a business wants to can you here in Texas (right to work state) they do it ... on the street cold turkey.

The increase is also being used to make up for the losses of the pension funds that invested foolishly in real estate and the equities market ramped up using the borrow-and-spend policy that inevitably results in bust. Those investments have not come back, despite the fake DJIA recovery. So they are looking to fill those coffers by charging the people more. The people. You know “working families” AKA “the little guy.” Yes, those very same the unions claim to represent.

I suspect they’ll shuffle it off to a DOE or DOT regulation some day and implement something like it. They are openly talking about tagging mileage for a tax rather than the gas tax already.

Incidently, there seems to be fewer Virginia state troopers lining I-77 (and I-81, I assume) now that the speed limit has for the most part been raised to match that of their bordering states. Woohoo!
