In short, one has to look at a poorly constructed PDF version to see any tampering evidence. Looking at other available versions does not show that evidence.

Isn't that the terminal "1" on the number applied from rubber type faces by a mechanical numbering machine?

Rubber simply doesn't lay down the same high quality image you get with steel type.
