The state doesn't pretend the tax will raise any money for bankrupt California. It's about "fairness," not to taxpayers or wine drinkers but to beer producers.

The higher tax is on wines to which distilled alcohol has been added . . . Isn't this fortified wine, a drink favored by a certain demographic?

After that they will raise the tax on beer because it isn't fair to the whiners, and The California Air Resources Board (that uses rules written by a phony PHD) wants all cars to triple gas mileage, seems like gas taxes will fall by 2/3rds (yeah sure)
