There maybe addition reasons to
why Kagan -- Dean Kagan at Harvard law school did not require a class in US constitutional law as a requirement, but international (foreign law ) was required.
Under Dean Kagan Harvard accepted $20 miilion from Saudi money for Islamic studies (Sharia law). Articles at CNS news
Kagan helped get lawsuit of 911 families against Saudis dismissed. They were question funding of 911 terrorists.

Unlike all nine of the current Supreme Court justices, Kagan has no prior experience as a judge. Mr. Obama likely sees this as a strength, since she will bring a new perspective to the Court.
