The ban on commercial whaling was agreed by the IWC in 1982, and finally implemented four years later. But two IWC members continue to kill whales - Japan for what it calls "scientific research", and Norway because it does not accept the moratorium. Under IWC rules both are legally entitled to their catches, though most members disapprove strongly.
The way I read how these 'laws' are to be applied, I read they can be ignored if a nation disagrees with the law. So, technically, they are still in violation although they deem themselves not covered by the law.
I wish I had similar means regarding tax law.
You CANNOT ignore the prop wash; it is a clear indicator that Captain Buffoon caused the collision.
As for the video, is not 'Captain Buffoon' outside the vehicle? I see his bald head outside the hatch along with several crew members. I find it inplausible that someone would willingly move that ship into the path of another with crewman like that so exposed. I also like how the Japanese boat continues to water cannon the helpless crew after the Ady Gil was run over. Don't think those guys were much of a threat anymore. Willful intent to cause harm.
And to be honest, at first I did not know you meant the prop wash was that of the Ady Gil. The video on Animal Planet had shown 'Captain Buffoon' outside the vehicle and the ship being dead stick as they had shut down for refueling. The video from the distance clearly shows an unmoving Ady Gil and the Japanese boat turning into the Ady Gil. There was certainly no effort for the Japanese boat to turn away. After all, the Ady Gil went idle due to low/lack of fuel which caused the Japanese vessel to close in for whatever reason. Since the Japanese captain has not spoken on this or certainly 'Buffoon' was denied that ability to provide evidence at his trial we'll never know.
Since you are the maritime expert, would it also be possible that the Ady Gil was 'idling' to keep some systems working (electronics, hydraulics, etc.). The video showing the crew outside on the hull of the ship clearly doesn't show them with any plans to disrupt that Japanese ship.
Playing chicken with a multimillion fast boat against such a large ship doesn't seem like that would come out very well.

Firstly, there is no law preventing whaling. The IWC is an organization that creates rules, not laws. Let me give you an analogy. I live in a house at a top of a hill. Just below me is a tract of homes. Those homeowners have a homeowners association. That association makes and enforces its rules. One rule they have is that homeowners cannot park their cars on the street all night. That is their rule but it is not a law. Homeowners can park their cars on the street all night every night and they would not be breaking any law. The same applies with whaling. It is a rule and not a law.

Are you privy to the helm position(s) as they existed on the Ady Gil? I can drive my boat from atop or below. Perhaps Buffoon's $3 million boat was configured similarly. As for taking such dangerous actions with his crew exposed; they do that all the time. Risking lives is their forte. And while I dont think he intended to sink his own boat I do think he intended to make contact, contact that he would then blame on the Japanese. Also, you continue to conveniently ignore the evidence of prop wash. You cant do that and be taken seriously. Someone on the Ady Gil gunned the throttle causing that boat to enter the path of the larger vessel.

You really need to get out more. The Japanese reacted appropriately after being rammed by the hippie terrorists; I would have done the same thing. They did offer assistance which was declined.

The Ady Gil was not shut down for refueling. They ceased pursuing the Japanese ships because they said they were low on fuel and they were waiting for the Bob Barker or Steve Irwin to refuel them. They were not dead stick. The Japanese ship had a mission and that was to protect the factory ship which is targeted by the terrorists at every opportunity. Its clear watching the video (clear to those who can do so w/o getting emotional) that the Japs were planning on getting close enough to hit the Ady Gil with the water cannons. This changed and the collision occurred when someone on board the Ady Gil gunned the throttle. This isnt speculation and it isnt conjecture; the prop wash is clear evidence this occurred. Had the Ady Gils throttle not been gunned the collision would never have occurred.

Im no maritime expert; one need not be to know what prop wash is and what causes it. Idling does not. Perhaps the boat had been idling to keep systems working. But I cannot overstate the importance of the sudden appearance of prop wash where there was none before; its a clear indicator that someone onboard the Ady Gil gunned the throttle. This isnt rocket science, its just common sense. No gunning of the throttle means no prop wash. But the existence of prop was means unequivocally that someone did gun the throttle causing the Ady Gil to enter into the path of the larger vessel.

Ive seen Admiral Jackass play chicken with the Japanese ships while simultaneously pointing out the stark differences in their sizes. He thinks its a viable strategy to make the Japanese think hes insane. I think he is insane, though far more cowardly than the mindless idiots he sends out to do his dirty work.
Again youve proved nothing other than you lack the ability to grasp these simple concepts (no insult intended). The Japanese are breaking no laws but the hippies do every time they confront the Japanese. And the collision was caused by the gunning of the throttle on the Ady Gil; that much is clear to anyone watching the video.
