Let me tell you about the Feds. It is a pretty broad category. Some are NASA engineers. Some are heart surgeons. Some are military. Some are cops. Some are lawyers. Some are pilots.

Then, some are "education" bureaucrats. Some are sponges. Some are thugs. Some are lazy. Some are criminals.

Some are good. Some are bad.

Some are political hacks, some are brilliant. Some are smart, but many are dumb. Most go along with the flow, but many, many are dedicated. One saved my life.

I was an Air Force pilot for many years. What I posted for you just now was basically the answer to your question.
