Sounds like your friend needs to pay the fine and work on changing the law.
Just plead not guilty by reasons that the fireworks were just not illegal but just “undocumented fireworks” case closed
A number of my neighbors had illegal fireworks on the 4th. Our county sheriff apparently decided to ignore it, county-wide.
Sometimes you get caught. Pay the fine.
Find a cheaper lawyer? its just a pre-fine so the lawyer can negotiate a fine for you. I had one traffic incident and realized the whole thing is dealmaking and nothing is what it seems to be. I think half a lawyers fee is bribes he tosses to the prosecutors.
Income to high to get a public defender, huh? Where outside of the United States is this?
what exact illegal fireworks did he have?
If he broke the law, why doesn’t he simply pay the fine?
I would go to see the States Attorney and ask for some sort of deal like Nolle Prosse or to be placed on probation without verdict or on the Stat docket
If he cannot get anywhere with the States Attorney he should get himself a lawyer . $2,000 bucks or no.
Ask for a continuance, drag it out. Say you don’t have a lawyer yet.
After a while approach the assistant DA and inquirer about a fine, court costs with out a finding for a year, blah,blah,blah.
It’s all about the money and the no work on their part.
He needs to get a laywer. The system is rigged. A judge is a lawyer so if you show up without paying a lawyer he will make you pay more.
It’s all part of the way they get paid.
Stop napping during English class so your High School diploma will actually mean something.

We do the same around here all the time too. I just get sick of listening to people whine about getting caught. They should be a bit more concerned about their rights when they vote.
A few years back I got a ticket for being in the boat without a life preserver. I don’t like the law when its intended to protect an adult from themself but I did break the law and I paid the fine. Same with seat belts, I wear them because I want to but think the law sucks.

i just saw the ticket. police wrote “1 lbs “. the cop recorded & even took pictures.

I would ask how I could lawfully posess illegal fireworks.
It sounds like a misdemeanor - I would definitely get a lawyer and do the best that I could to keep it from going on my permanent record. Now, if I already had a felony or two, no bid deal (but I doubt that’s the case here). Having a conviction on record will be a pain in the butt - and may get in the way of things, like concealed carry and who knows what else.
That’s my take.
They are legal, to a degree, here in Northern Virginia (and statewide), but there are serious restrictions on rockets.
Neighbors who fear getting burned out due to a rocket malfunction ~ lands on roof, still spewing flames, sets fire to composition, etc ~ might well call the cops on someone.
