Correct! - ‘66 was probably the peak with the Sidewalk Musicians, but the rest was definately corrupted.

I lived there 2 years in the late 90’s....I prefer to call my neighborhood lower nob hill. Taxi drivers considered it the upper tenderloin ;) I never saw dead bodies or gross stuff - even in the scuzzier areas. Even on Polk street, weirdness but nothing outrageous. (And I skipped the Folsom Street fair)
The very grossest thing was a combo of smell/sight - a homeless guy came into the laundry mat we were at and seriously stripped down and put everything in the washer with no detergent. But when I saw his green grody toenails I nearly lost it. When the smell reached across the room, I did actually lose it.
The friend I was with had to go get my laundry....I couldn’t ever use that laundromat again.
