What if each Black Maria that prowled the streets at night feared that citizens would run out of their apartments and rip the driver to shreds, grab axes and clubs to kill the agents going door to door to arrest people?
Because they couldn't communicate, they were kept in isolated fear. How do we prevent this? We all pray to Our Great Protector that such a time will never descend upon our nation, but it doesn't hurt to take some prudent precautions.

I agree this is a serious question. CB radio I expect is the best. I haven’t the faintest idea how to deal with CB radio.

1. Get to know your neighbors. Face to face communication works pretty well.
2. Um, I actually like the homing pigeon idea. Our 4-H group is raising them, and is starting to compete.

Get a high power GMRS and a CB with a good groundplane antenna and 60’ mast.
Don’t put up the mast until you need it though.
At night with a 100 watt linear that CB can get out 4,000 - 6000 miles. (and they are cheap)
