They weren’t turned down. The deal was in place, but Ann Richards killed it because Baylor wasn’t included. That’s the reason Baylor is in the Big 12 instead of TCU.

Now that UT and A&M are staying in the Big 12, I think the SEC will look toward FSU and Clemson - if the conference decides to expand, which is not a given. That said, both schools would be good fits (Clemson in the East and FSU in the West) but both may want to stay in the ACC, for reasons that are peculiar to both. In any event, the SEC may decide to stay as is, for now. But I doubt that anyone believes the membership shuffle is over.
