The article says:
1. State law says that people who work with animals can not file such complaints.
2. The city claims its ordinance is supreme on this issue.
I would guess there is enough ambiguity that the vet tech did not have to file a complaint. I would also guess that if the city holds to this there will be no vets inside the city limits.
State law says people who work with animals are banned from filing charges in dog bite situations, but the city of Lafayette says that city rules apply and Spork's owners will face charges.
Looks like this is in Lafayette Colorado where my brother lives. Medium sized town next to Boulder, CO. Probably not as bad as Boulder, but obviously infected with some of the same kind of stupidity.

I’m completely with you on this one. I like what my wife and I call “medium sized puppies” — like our late Kuvasz. 120 lbs, 29 to 30” at the shoulder. We miss him all the time, and when we look at these toy-size dogs, all we can think is “What is the use? They can’t stop an intruder, they’re going to be beat up by a housecat, they’re prone to biting to prove how ‘tough’ they are...”
So that’s why we like a “medium sized” puppy. Not as big as a Great Dane, or Wolfhound, or as heavy as a Neo, but a nice medium, useful size. Something about 28+ inches at the shoulder, 100+lbs, and a working breed. Barking dustmops need not apply in our household.
The same here. My black Lab is 120 pounds and he never saw the need to bite anyone. He barks and I do the biting.
I work with animals at the zoo and we always say, ‘If it has teeth, it can bite,’ whether it’s a crow or a cute little bunny. If an animal is stressed, expect it to act aggressively. An experienced animal handler will know the signs of stress in an animal and will proceed accordingly. A dog almost always gives a lot of warnings before behavior escalates to a bite. This vet tech obviously wasn’t reading the dog’s body language. Otherwise, she would not have come at the dog’s mouth with scissors.
I’ve had a boatload of pets and many trips to the vet. For a lot of animals, just pulling into the parking lot at the vet is enough to cause a stress reaction. Vets (and vet techs) KNOW this, EXPECT this and DEAL with this on a daily basis.
It’s ridiculous, simply from a business stand point, for a vet/vet tech to file a complaint against a patient/customer for something that is an expected behavior and completely preventable by an experienced tech who is watching the body language of the animal.
