Consider the analogy of the movie The Patriot with Mel Gibson: American Patriots employed a war tactic of killing platoon, squad, company and unit leaders first, because they knew the GOONS in the British army could not/ would not fight or function in their absence.
Don’t go after the low level thugs. Go after the leadership who inspire, control, direct and fund them.
