Considering no steps have been taken otherwise to contain, retard the spread of, or otherwise slow the progress of the disease, it is difficult to determine just who will be infecting whom. The CDC, the WHO, and others have basically thrown their hands in the air from the onset, ensuring the spread of the disease remained unchecked from the beginning.
