There are a bunch of weinermobiles. Oscar Meyers hires young, very attractive college coeds to drive them around. They probably need to give them driving tests. Or maybe other tests.

That is a fertility festival from Japan. The hilarious thing is that well wishers are constantly feeding the guys carrying the big fertility symbol sake along the parade route. By the time they get to the end they are completely plowed, and that thing is weaving down the street.
