I now look at it this way. I am not a big fan of McCain but this is a reminder why we need to vote McCain. We do not Obama and friends spending one night in the White House.

Since no link to it was posted, the purpose of putting it in everyone's face is sort of defeated.
Giving preferential promotion to content introduces the question of "who decides what's right for us?"
I think conservatives would say, "thanks, we'll decide for ourselves."
After all, that's it's a "forum."
I think that whether you're annoyed by it is something that's under your own control :-)
One possible implementation would keep track of whether or not a particular user had seen the content before, and if they had, it would not render the content at the top of the screen anymore. If you are not a logged in user, of course, it would display every time because the system wouldn't know whether you had seen it yet.
This would give the admins the ability to put content up at the top that people would see, which is a reasonable thing for them to do, and they they have always been able to do. The only difference in this case that is surprising people is that the content that the admin is posting is video, rather than text.
