Looks like it was new construction. In oredr to fall through, the deck matl’s have to be shoddy. Wonder what that was?

I worked sub-contract, contract labor, for years. Owned my own trucks, tools, insurance, even workers comp for the employees. Wasn’t roofing, but I never hired illegals.
