My second cousin whose father was an identical twin gave birth to three sets of identical twins. It is a very rare club. The gene is passed on I guess Actually it seems not to be for identical twins. They really don't know why identicals happen. My daughter is currently carrying identical twins, so we've been reading up on the subject. :)
Fraternals do run in families, due to a tendency to release more than one egg at a time. That doesn't mean it can't be inherited from the woman's father's side of the family though, it seems it can.

It should be that if they are on welfare and want to stay on it, they should be sterilized automatically or they can have their benefits cut off. Their choice.
