I think you missed the point. The author wasn't presenting a strategic explanation for why we weren't militarily ready. Whether we were or whether we weren't is not even his focus. Rather, he is referring to the lack of mental and emotional capacity in healthy, normal people to quickly process what to do when they are confronted by sociopaths who are unspeakably evil.
