This line says alot about this man;
"Prosecutors alleged he and several others filed false wage claims while they worked for a youth program under contract with the city between 1986 and 1988."
He worked with a youth program, most pedophiles find work or activities taht will get them access to young victims.
My guess is that if a check was done you would find he had victims back then too.

Ah yes, the lawyer industry at work. Just a typical day with our attorney friends doing what they always do. You remember, the shysters who have stolen so much of our freedom through their corrupt courts.

My thoughts as well. I imagine he claimed to be "on the clock" when he was busy "conducting other business".

I'm surprised they didn't list his full name: Larry Muhammad Osama Hussein Charles. He's a devout follower of the Prophet Muhammad, who married a 9 year old girl. He'll have a strong civil rights defense because he wasn't allowed to follow the teachings of Islam.
