Not at all. The pro-NAU folks are saying that.

In the coming years, we would expect that percentage to remain the same.
While there will certainly be more NAFTA traffic and likely asian goods entering the US thru Mexico thru Texas in the future, most(by far) of the increased traffic will be associated with population growth.
Texas will be building roads, dams, and powerplants to accomodate this growth.
We will be improving and expanding the road(s) between San Antonio and Dallas because that is the primary traffic problem in Texas.
If NAFTA traffic were our worst traffic problem, we would be building TTC 69 before building TTC 35.
