That's Phillip Michael Thomas from Miami Vice. It's not his fault that he looks like that, both he and Don Johnson were forced to dress in fruity pastels by the producers....
One interesting tidbit about Thomas - he was kicked out as the spokesman for the Psychic Friends Network in favor of the alluring Miss Cleo. How'd you like to have to live with that!
