I don't know what Alabama law is on this but I would be surprised if a 13 yr. old could get married WITHOUT parental approval

Sadly, there are parents that married early and this is a generational problem until some girls in the family decide to finish HS and graduate college. When the cycle is broken and the family becomes more prosperous and intelligent then you see families view such marriages as barbaric and perverted.
Until then, it's the same old same old!

2006 in Alabama:
Under 18: If either of you are under 18, you will need a certified copy of your birth certificate. Both parents must be present with identification, or if you have a legal guardian they must be present with a court order and identification.
As a side note cousins can marry in Alabama
