I think the rule has been applied that way for awhile.

Though, you see different referees apply it diffrently.

It's often a judgement call.

I get the impression that the better team -- Ivory Coast -- is not winning. I do not understand how a person could not see the excitment of this tournament.

The Argies are much better, as reflected in the score.

Almost making a goal don't mean anything at the end of the game.

But, I enjoy the style of play of the Ivorians.

OMG! Freaky!

Ivory Coast is playing the most entertaining football of the tournament so far. In midfield they're fantastic; alas the defence isn't too hot and they are woeful at finishing.

But that second goal was very unlucky. Surely offside?

Come on Cote D'Ivoire!

The score would suggest but the Elephants seem to control and have the more exciting play. Either way, it should be a great second half.

I am looking forward to Iran vs. Mexico tomorrow.

I love the way the African teams play though. They play positive football. They don't play Argentina, and decide to give up, they go at them. It makes for entertaining viewing.

I rarely ever have seen a boring game at the World Cup with an African side involved.

The ability to finish is what separates the great teams from the merely good ones. That is the last hurdle for the US, to get good finishers.
