I'm using Speakeasy - they probably won't qualify for your requirement of "cheap". According to their web site:
Speakeasy delivers reliable, high-performance connectivity with unbeatable Seattle-based customer support.

» Download speeds up to
6.0Mbps.
» Prices starting at $49.95

really easy to be tracked that way.
If you don't want to be tracked, use one of the annonymizer services, such as
Anonymizer, the onion router (
tor.eff.org), or various others. Dynamic IP addresses provide thin security.

What about online games, if they ban your ip address for whatever reason then you're screwed.

I just did a search on an LA phone number and Verizon says it provides DSL service to that number. Teleom Act of 1996 I guess. Price for Up to 768 Kbps/128 Kbps was $14.95 a month.

if they ban your ip address
Yeah, whatever. For some purposes, dynamic addresses are more useful, and for other purposes, static addresses are more useful.

Anything but Earthlink. Worst customer service on the planet.
Covad has been OK for me. Customer service isn't great, either, but the quality has been rock-solid.
