It sounds plausible, but perhaps not very exciting.
A secret cabal of "artificial vampires" who use innocent and gullible young people, perhaps even young ladies who have gotten unintentionally pregnant, to provide a biological ingredient which restores youth to the cabalist, at the cost of the young lady's life.
Similar setup to that Halloween regular with Bette Midler, "Hocus Pocus."
Also has a flavor reminiscent of the Highlander.

Excellent! Soros is exactly the kind of guy you want.
And a cabal that seeks to create societies of poorly educated people who are only interested in making the fast buck.
Characters like super-rich Greek shipping tycoons, who stage their own death, after transferring a substantial portion of their wealth to a young relative who looks remarkably like they did in their younger days. The rest of the wealth would be surrepticiously diverted to the other members of the cabal.
Or even young scions of the upper class, who have gotten too much negative publicity. A strange, tragic death, the body all but unrecognizable. A romantic burial at sea...
And the cabal goes on, and on.
