This article, and the two Air Force Regulations cited in the article does not address your point. It appears that Open Source Software is lumped in with Freeware/Shareware, which are not necessarily open source. Aside from that, this article has nothing to do with the procurment process, which is controlled by the Department of Defense, with congressional oversight.
