That code, as part of an HTML file or page, presents a one line form. The user enters the search term in the form, and the request is sent to Google. The sending happens when the 'Enter' key is pressed, while the cursor is in the entry area.
If you already have a local web page, just cut and paste that code into it and you'll see how it looks and works. If you don't like what you see, it's easy enough to delete ;-)

Can I copy the code in Notepad and save it in .htm format and then while online open the page and take it from there?

Saved the code in Notepad as an .htm file. Opened the file with IE and did a search on "freerepublic." It works.

Yes. You don't even have to be online to open it, because it is a local file.
The URL for local files is "file://directory/sub-directory/filename"

Ya mean like they figure out who you are, wait for you to post something really crazy cause you think you are anonymous, then run it in the local paper when you decide to run for a local office?
