Of course, you should reward positive behavior, however, there is often a reward in the bad behavior itself. For instance, not doing your homework gives you the reward of more time and of avoiding something you don't like. So, if the parent just ignores it, or even reminds the child to do it, this may well not work. Punishment, especially punishment that fits the crime can be quite effective.
