I've had that happen too - Several places.
The first time, I was on top of the WTC and a group of Japanese Tourists were there and they kept touching my hair. It's weird, that's for sure!

Oohhh. I thought the expression was the 'blue-eyed devil'! That's not the Turkey I remember either. Felt perfectly safe there, alhtough I never went to the eastern portion such as Diyabeker (sp?)..... Lived in Ankara and traveled to the coast as much as possible in the summer. This was way back in 1984.
