After working for years in HR in various corporations, I can tell you that 9 times out of 10 RIFs are merely excuses to fire workers, and not because of tax consequences.
It provides great legal coverage to fire people en masse that way claims of discrimination et cetra are practically eliminated.

I'm not sure of your motives for posting this, but I agree with your assumption. The Texas House members, the majority of which are Republicans, are cowards. All we can hope is that the Senate won't agree with the House.
