Also look at The Proxomitron proxy server, works well out of the box. It's orphaned, but Google for it.
And load up your HOSTS file with all the bad sites. Google for HOSTS Windows or some such. There are lots of URLs with HOSTS prepopulated. Makes drudge tolerable.
Spybot S&D and Adaware work as well as Norton. Take a look at AVG, and it's free to boot.

Windows XP, Service Pack 2 comes with pop-up blockers.
If you have Windows XP, it is a freebie.
