BTW, I double checked my firewall rules, and found two for "Windows Explorer" (C:\WINDOWS\EXPLORER.EXE)
One denies "In TCP" [any address],[any port], the other denies "In UDP" (datagrams). You may want to look for something similar in your firewall rules.
