Or if you want to get really technical who made the biological matter or residuals thereof that makes bubbles possible?

Actually, no. Learn something about evolution theory before you make a statement like that. Evolution theory ASSUMES a viable cell and then attempts to explain how that cell develops and forms the wide variety of life seen on earth. Explaining the existence of the cell is problematic for many of the hypotheses of abiogenesis, but not for the TOE.
