"Chalk is water soluable and dries to a powder that can easily be wiped off." The soft chalk dust can be easily lifted and suspended in water, but it is not water soluble to any appreciable degree.
It's Calcium Carbonate, the same chemically as marble, only softer. The acidity of rainwater will dissolve it, forming limestone caves, but the degree of dissolving is rather limited.
On the other hand, it is not harmful as far as I know in small quantities. In fact, it is the major ingredient in Tums, so it could actually be of benefit.
