Sortof... In my opinion, the IRGC are dug in to a degree. They are trying to stay as underground as possible to avoid being made targets due to overt movement, because their current strategy with the US/Israel is military stalemate with an emphasis on skirmishing and agitating the straights of hormuz, and responding to (what they now consider) lesser political/civil strategic problems is detrimental to that goal.
About 2 months ago there was video of drones attacking checkpoint personnel.

I think the Immortal Guard have been armed and trained. IRGC in small numbers at checkpoints or patrols are sitting ducks for ambushes.
