That there were thieves doesn’t bother me too much. There will always be thieves.
What really bothers me is that there was evidently no oversight with any of these programs. No checking. No surprise inspections.
Jail the thieves. Then at a minimum, fire every last person who had oversight here. Go up the chain. But of course those firings won’t happen.
So more thievery will happen.
