EXCLUSIVE: Somali Official Shows How Entrenched The ‘Fraud Pipeline’ Really Is

A Somali lawmaker described to the Daily Caller how his government functions as a “fraud pipeline,” siphoning U.S. tax dollars from foreign aid, health care and day care into one of the poorest and most corrupt countries in the world.

Dr. Abdillahi Hashi Abib, a sitting member of the Somali Parliament’s Foreign Affairs Committee in the House of the People, told the Caller the corruption surfacing in Minnesota and across the United States did not emerge spontaneously, but is a downstream consequence of Somalia’s deeply entrenched system of corruption.

Abib’s analysis, shared exclusively with the Caller, draws both from his experience working within what is widely considered the second-most corrupt country in the world and from his collection of specific numerical data tied to alleged fraud involving political figures.

Abib asserted that despite repeated efforts to share the data with U.S. agencies, he has been ignored as the problem continues to grow — only recently coming into partial public view through investigations and reporting. He claims that captures a just fraction of what he has warned the United States government about for years.

Abib also shared with the Caller the “roadmap” he has attempted to present to U.S. agencies, which he said would address Somali-U.S. tax dollar theft at its source by rebuilding Somalia’s government while aligning with President Donald Trump’s “America First” agenda.

In a 2023 letter detailing what Abib described as a “sample of Somalia government fraud,” the committee compiled more than 400 gigabytes of data from reported itemized expenditures between July 2022 and June 2023. The report outlines what it characterizes as illegal spending by Somalia’s executive branch.

Somalia has a roughly $600 annual GDP per capita, according to data from the World Bank Group.

The executive branch allegedly defrauded public funds through cash withdrawals lacking receipts of disbursement, inflated travel expenses and the purchase of unnecessary items — including furniture, vehicles and office space — at inflated prices from family-owned businesses without public bids, according to the committee. The report also cites monthly payments to allegedly “fake” senior advisers and advisory firms.

The letter also accuses the general manager of the Central Bank of Somalia of tax evasion, alleging that he reclassified roughly a quarter of his salary as bonuses to avoid paying taxes.

“As you are undoubtedly aware, corruption poses a significant threat to global economic growth, hinders development, undermines democracy, and provides fertile ground for criminal and terrorist activities,” the 2023 letter states, adding that the Biden-Harris administration failed to hold Somalia’s leadership accountable.

A follow-up letter from Abib to the auditor general, sent Sunday, expands on what he calls the “systemic looting of humanitarian aid funded overwhelmingly by U.S. taxpayers.”

More than $3.5 billion has been allocated to humanitarian assistance in Somalia by international partners, with approximately 90% coming from the United States, amounting to a direct “defrauding of U.S. taxpayers,” the letter claimed.

Funds intended for humanitarian assistance “have been captured and monetized” by family-run enterprises, according to the letter. It further alleges that three brothers of the chairman of the Somali Disaster Management Agency have received monthly “consultancy fees” registered under their wives names.

The fees have totaled $1.53 million over the past 36 months, effectively turning the agency into a “family-controlled criminal enterprise,” according to the letter.

“This is not incidental nepotism. It is deliberate structural capture, designed to defeat oversight and facilitate theft,” the letter claims.

The chairman has allegedly purchased multiple properties, amassed luxury vehicles and financed frequent international travel, despite being “publicly known in 2022 to lack even the personal means to purchase a cup of coffee.”

“The Relief Department, which should be the last line of defense for starving citizens, has become the engine of food aid theft,” Abib wrote.

The letter further claims that international food donations intended to feed between 8,000 and 12,000 families suffering from Somalia’s drought are instead being sold in Mogadishu markets for roughly $500,000 per month. The aid is first used for “staged photo-ops” involving internally displaced persons, who are allegedly paid $5 to $10 to pose with food that was originally meant for them, according to Abib’s letter.

As a result, Abib said that struggling Somali families may be the largest victims of the theft tied to U.S. taxpayer dollars.

Abib also accused the World Food Program (WFP) of holding a monopoly over Somalia’s humanitarian aid system. He said that once U.S. Congress-approved funding flows to the WFP, it is inadequately monitored on the ground by third-party agencies, which he alleges accept bribes in exchange for falsely certifying proper use of funds.

Abib detailed the extent of the alleged fraud to the Caller.

His investigators found that 70% of Internally Displaced Person sites, where the aid is supposed to be going, did not exist at all — despite continued claims by the WFP and other UN agencies that food had been delivered.

He then outlined what he described as the mechanics of the fraud. Abib said a nongovernmental organization (NGO) may subcontract a project through the WFP for several million dollars, gaining approval from the World Bank. A side arrangement is then made between the NGO’s project manager and World Bank-linked actors, in which a cash broker diverts roughly 20% of the contract to the head of the NGO.

Abib added that, due to cooperation agreements between the FBI and Kenya, large cash deposits are easily traceable within Kenyan banks, noting that roughly 90% of the money never even passes through Nairobi.

“This is how the system works,” Abib said.

A World Bank spokesperson pushed back, telling the Caller that “all cash transfers were made directly to beneficiaries by the government and its partner, WFP, through leading Somali mobile transfer operators without the engagement of any external agents, including NGOs or Kenyan intermediaries. The project leverages extensive layered risk management procedures, including Third Party Monitoring, phone surveys and on-site verification as well as fiduciary controls to ensure that funds are appropriately implemented and utilized in line with strict standard operating protocols.”

The World Bank told the Caller that they take allegations of misuse of funds seriously.

“All World Bank–financed projects in Somalia are subject to strict fiduciary and procurement standards. We work closely with implementing partners to ensure compliance with these safeguards and have zero tolerance for fraud or corruption,” the spokesperson said.

The spokesperson added that concerns about fraud and corruption can be filed on their website.

A Somali whistleblower also told the Caller that al-Shabab, a U.S.-designated foreign terrorist organization, uses Kenya as a laundering hub to move money into Somalia.

Al-Shabab exports roughly $30 million every Thursday — money extorted from Somali businesses and diverted from World Bank projects and United Nations (U.N.) aid — depositing it into Nairobi banks, laundering it through Kenyan real estate purchases, and ultimately transporting it by hand through Mogadishu’s airport, the whistleblower alleged.

CCTV footage shared exclusively with the Caller purportedly shows the $30 million exchange between al-Shabab operatives. The video, recorded Nov. 6, 2024, was allegedly shown to U.S. security agencies at the time — but no action followed.

When asked whether the $30 million per week flowing to terrorists originated from U.S. tax dollars, the whistleblower laughed, telling the Caller that nearly all money circulating in Somalia traces back to the U.S. taxpayer.

Abib told the Caller that Somali fraud cases making headlines in Minnesota, Maine and across the country are not isolated incidents, but predictable outcomes of Somalia’s governing structure.

He emphasized that only a small percentage of Somalis living in the U.S. participate in or benefit from the billions of dollars in alleged fraud tied to health care and day care programs, while most legally send portions of their earnings home to support family members.

Instead, Abib placed responsibility on political leaders in Somalia and Somaliland — recently recognized as an independent state by Israel — whom he said enable and profit directly from the fraud.

Critics point out that while many Somalis do not actively commit fraud, approximately 81% of Somali households receive some form of welfare, compared with 21% of native Minnesota households, according to data from the Center for Immigration Studies.

Abib said he sympathizes with Americans viewing Somali immigrants through this lens, as the U.S. should not be paying the livelihood of Somalis nor contributing to their fraud, but he attributes a majority of the blame to the Somali Government.

“And these people, when they come to the United States, have no education. And the only means by which they can survive is subsidized housing and welfare,” Abib told the Caller. “What else can they do when they come to the United States? And who’s forcing them to come to the United States?”

Abib further alleged that a Somali presidential appointee facilitated the mass movement of uneducated Somalis to the U.S.-Mexico border through connections in Cuba, leaving the U.S. taxpayer responsible for people the Somali government neither educated nor provided for.

“I cannot sleep at night knowing that I have shared this information with all the agencies and nothing has been done,” Abib said. “I showed them the proofs; nothing’s been done. And that pisses me off.”

While Abib said his appeals to U.S. officials have largely been ignored, he continues to receive a steady flow of messages from Somalis. He claimed many are death threats designed to deter his reporting, while others come from young Somalis inside the government who risk their livelihoods to provide information corroborating fraud.

Abib said he has presented U.S. agencies with a detailed “roadmap” — so far ignored — that he believes would allow the United States to halt the flow of billions of dollars into Somali fraud networks while still giving Somalia a chance to confront corruption and rebuild.

He argued that meaningful reform could dismantle what he described as a “transnational corruption syndicate” within six months by following three steps: establishing a one-year transitional cabinet, separating the branches of government, and applying coordinated, high-pressure intervention from the Trump administration.

According to Abib, the first step would be forming a one-year transitional government composed of competent and transparent officials. He argued that structure would allow for real checks and balances between the executive and judicial branches, creating accountability for those who profit from corruption.

He pointed to Somalia’s court system as a critical pressure point, arguing that restoring judicial legitimacy would weaken al-Shabab, which many Somalis turn to as an alternative to bribing judges.

Abib said none of this is possible without Trump’s backing.

“If Trump says it, Somalia will listen. This is what I know, and they are scared of Trump,” Abib said. “That is the system where you can really shut down all this nonsense.”WO

Trump addressed Somalia in December, calling the country “garbage” and saying Somalis in Minnesota had “ripped off that state for billions of dollars, billions, every year,” while contributing nothing in return.

“These aren’t people that work. These aren’t people who say, ‘Let’s go. Come on. Let’s make this place great,’” Trump said. “These are people that do nothing but complain.”

Abib said he would agree with the president’s characterization of Somalia if Trump were referring to the country itself, but he rejected the idea that the Somali people are “garbage,” instead describing many as victims of systemic government corruption.

Abib told the Caller he believes Trump would ultimately support his roadmap because it aligns with an “America First” approach — eliminating Somali fraud and eventually welfare while strengthening allies in a strategically vital region, one that has long been plagued by piracy.

“There are so many Somalis ready to serve this country and clean up the corruption going in Minneapolis, corruption going in Seattle or whatever other place,” Abib said. “When you have a system working inside Somalia and cooperating with the United States, that is the system that you can really shut down all this nonsense.”

WFP and the Somali Disaster Management Agency have not responded to the Caller’s requests for comment as of publication.

The post-911 fallacy that all cultures are “equal” was always a delusion.

The pushes of that fallacy were trying to promote that idea as opposed to being “against” some other country or culture.

The problem is that it is not a matter of being particularly or inherently “against” another country, but that there is a legitimate third way, which is simply not being O.K., or accepting of another country or culture, letting them alone but keeping them out.

Most countries in the world are build on corruption.
You are basically not allowed to do anything, but to survive, until you grease somebody palms.
Many, maybe most of immigrants when they arrive here, will abandon their previous corrupted habits and adopt US customs.
However Somalia just transferred to the USA these corrupt structures, hook, line and sinker.
I am sure, they do not even feel they do something wrong.
They care about their clan, and if these stupid Yankees are giving them the money, they would be stupid not to take them!

CONCLUSION: The NGO and UN money flowing into that shithole wasn't nearly enough, so they sent tens of thousands of their best Somali fraudsters and conmen to the USA to tap right into the headwaters of fraud money. Then the American Democrats taught them how to defraud the system in exchange for kickbacks and a reliable voting bloc.

The government has investments and other income that pays the bills of the government.

All the income tax goes to fraud and theft. Think about that. Every penny you pay in income tax goes to foreigners who want every penny you have. Foreigners who will not abide by American Laws, but demand you live by their ‘law’. Foreigners 4that have a bigger house than you and an astronomical saving account.

If one comes to the US through the immigration process then I have no quarrel with you.

If you didn’t, then you are pissing down my pant leg while you rife though my pockets and tell me I have pissed in my pants.

The only thing worse than these freeloaders are the Members of both political parties in the US Senate and House of Representatives created the laws and rules for these gov’t programs and KNOW it is being milked for every drop by people who aren’t even citizens of the US.

We can blame the Somalis, the Haitans, the Cubana, but they are only pursuing the best life they can get. They wouldn’t be here and taking advantage of federal programs if our POLITICAL officials didn’t make it so they could.

The enemy lies within.
