Minnesota officials are being accused of knowing about the massive alleged fraud involving daycare centers for years, and one reporter exposed the issue nearly a year ago.
In a social media post on Sunday, the X account Libs of TikTok referred to a report from January when a daycare center in Minneapolis, the Quality Learning Center, was said to have received around $8 million in tax dollars since 2019.
“Between 2019 – 2023 they had NINETY FIVE violations leading to them being placed on a conditional license. They got their license back in 2024 and continued receiving taxpayer dollars. No kids were seen… This is from January 2025 Minnesota authorities KNEW for years,” the account said:
The post referred to a KTSP report in January that said there were 62 active investigations involving federally funded childcare centers in the state.
A reporter with the outlet took a closer look at the issue regarding centers that received the bulk of the funding in the Child Care Assistance Program (CCAP):
One day care center in Minneapolis, Quality Learning Center Daycare, had 95 violations between 2019 and 2023, according to DHS records. Those violations range from “failure to keep hazardous items away from children” to “no records for 16 children.” In 2022, DHS placed the facility on a conditional license.
But, state records showed Quality Learning Center Daycare still received $7.8 million in federal tax money since 2019 despite its regulatory issues. Its conditional license was removed in 2024.
The Libs of TikTok post came after citizen journalist Nick Shirley reported on the fraud linked to the state’s Somali community, per Breitbart News.

Speaking of “learning centers” .. this one in New York was doing so well financially that they bought a 100 year old spired church to start up a mosque...
Must have had a lot of children enrolled, or else this was a sign of another scheme.
A phony Somali daycare center called the Quality Learning Center, which is tied to Minn’s Somali community and a broader fraud investigation, reportedly accumulated 95 violations from the state Department of Human Services (DHS) between 2019 and 2023.
The violations, according to media reports citing state records, included

The phony facility has recently come under intense scrutiny in the context of a massive, separate federal investigation into alleged fraud in Minnesota’s federal food aid program, which prosecutors say has involved the theft of over a billion taxpayer dollars.
A video of the center appearing empty....... despite allegedly receiving millions in tax dollars......went viral, prompting calls for investigations.
The 95 violations are separate from the ongoing federal fraud charges.
The Quality Learning Center’s license remains active until the end of 2026.
Minn state officials are conducting investigations into the fake daycares but, as of recent reports, no consequences related to the alleged fraud have been publicly attached to the center.

Not all children, evidently it is an adult learning center or mixed center for teaching English and such. The NY one may be legit, but someone should keep a lookout for abuse of funds for education by nonprofits.
