This has likely been going on for a very long time.
I see it differently. The problem with USAID was not programs to undermine the Cuban regime and hiding how it was funded. That’s USAID operating as intended. It’s supposed to act as cover for coups and bribes and subversion overseas.
The problem was that under Obama and Biden (and maybe others) something like 2/3 of it was being spent inside the US, funding DNC political action and bribing US politicians and judges.
Using USAID to overthrow communism worldwide is money well spent.
