This is a new game, being played by various nations around the world. "AU$825,000 per day" is something over $500K in USD. The EU has been trying to fine massive amounts, aiming at US-headquartered media.
My take is that this is NOT about sensitivities and all, as much as this is becoming the modern day "speed trap" as governments -- plural -- fine themselves wanting more "income."
A better choice, over time, is for various business to simply stop providing a "service" in those jurisdictions who play at this. Walk away.
Her own blather states: "Commissioner Julie Inman Grant is Australia's eSafety Commissioner. In this role, Julie leads the world's first government regulatory agency committed to keeping its citizens safer online."
Safest is to cut off the "online," and then TOTAL safety will ensue..... /sarc
Then there's this:
" 'The eSafety Commissioner is not an elected official, subject to the scrutiny of Parliament. " 'Mechanisms to protect kids from cyberbullying, predatory behaviour and inappropriate material, such as the social media age minimum, will be put in place come December. But this new internet search code will encroach on the daily lives of adults, is onerous and a step too far'."

X will have to block it....in Australia only. If Australia levies a fine of any kind against X for posts made outside Australia or visible outside Australia then the US will need to retaliate in kind against Australian companies dollar for dollar.
Same rule applies anywhere any everywhere else....British, Canadian, European.....you don’t get to exercise control out side your borders.
