Today, the NYPD was officially shackled by a court settlement that critics say will leave the city more vulnerable the next time protests erupt. Phase II of the Payne settlement has gone into effect, and police warn it’s a recipe for disaster.

The deal forces cops into a rigid “tiered” protest response system, bans effective crowd-control tactics like kettling, and puts new oversight units over every move the department makes. Instead of trusting trained officers to make split-second decisions in the street, commanders now have to wade through layers of red tape and sign-offs before they can act.

Police sources tell me this is exactly what agitators want: more time and space to provoke confrontations, attack officers, and damage property. “This just delays everything,” one source said. “By the time we’re allowed to step in, the chaos is already underway.”

The @NYCPBA has blasted the settlement as “dangerous and misguided,” warning that it ties officers’ hands and leaves the public exposed. They argue the new rules will leave cops in a “catch-up” role — reacting after anarchists or rioters have already escalated.

For years, I’ve documented protests across the city. Not all protesters are violent — but it’s always the same small groups of anarchists who hijack otherwise peaceful demonstrations, target the police, and light the fuse for violence. Under these new rules, the NYPD will be forced to stand back while those agitators get the upper hand. Peaceful demonstrators will still get caught in the mix, only now officers are restricted in how fast they can respond.

Business owners and community leaders are just as concerned. With limits on police presence, many fear looting and vandalism will spiral before cops are even cleared to move. “It emboldens the worst actors,” another police source told me. “They know we’re boxed in.”

The city may call this reform, but to officers on the ground it looks like surrender. The new settlement doesn’t protect New Yorkers — it protects agitators

1) people depend upon the law enforcement officers to uphold the laws, the people remain law abiding and respectful of the court system.

2) Police stand down by mayors or by judges’ rulings and let crime go on uncurtailed.

3) vigilante justice replaces the inadequate system.

When it hits the fan and goes south really really bad, those that passed this crud, will wipe the internet clean . Then scream who knew what when.
Does the 9-11 inquisition sound familiar.
Rules were in place restricting inter agency cooperation and sharing information.
Then they his notion was the red herring.

I’ll bet they wouldn’t be3 shackled IF the ‘rioters’ were MAGA supporters (Not that they woudl riot- but let’s say they did hypothetically- the cops woudl be all over them in a FLASH

Well the NG and ICE won’t be shackled. I know a few ex NYC cops and a few active. They are all MAGA.

How does a judge have the authority to approve a private settlement between an individual and some politicians that curtails the sovereignty of a democratically elected government? Where does this power exist in the Constitution?

Excellent advice, for those who can relocate. Some are trapped for practical reasons...but not forever, I figure.

Plus, desirable officers may be able to negotiate a relocation package to help them “Get Out of New York”

And a well founded fear at that.

They know what's coming.

And it's intentional. This is the wanton destruction of the cities and the US by globalists installed in power in our country against our will.

As I recall, New York did not fall into the extreme chaos places like Portland, Seattle, and Minneapolis did during the George Floyd riots. The next communist insurrection, that city will be overrun by Antifa and BLM terrorists and massive looting. In 1863, even with a police force very willing to use what leftists call police brutality, the city government lost control during the Draft Riots and it took thousands of troops, fresh from the Battle of Gettysburg and willing to shoot and bayonet rioters, to restore order.

Makes no difference, the way the NYPD handles riots is not to handle them. The courts do not hold criminals it’s a thruway.

NYC is getting just what it voted for, hope they enjoy it.

Sue and Settle became very popular lawfare under Obozo.

I find it amusing that a court settlement can create an entirely new department, dictate who has to be on it and also mandate how often it meets.

I wonder if this settlement is ripe for a Sue and Settle to see that it’s funded by this particular judge’s budget.
