This happen in large democrat cities around the country. Usually the blacks doing the beating are out of jail before the victim is out of the hospital. And the kicking a person in the head? They're going for brain damage.

I always thought Arlington was ‘supposed’ to be part of DV way back, but they couldn’t agree on something. I suspect Virginia wouldn’t want any of DC if it retroceded. But I left the area in the 90s
