On January 30, 2025, Governor Albert Bryan Jr. stated a new policy of restoring Second Amendment rights should be attempted in the United States Virgin Islands. If it happens, it will be an extraordinary reversal in policy. The United States Virgin Islands have the most restrictive firearms laws in the United States. They are more restrictive than Hawaii or the District of Columbia. From the viconsortium.com:
“I think the Virgin Islands gun policy has totally failed,” said Governor Albert Bryan Jr., speaking during Wednesday’s exclusive interview with the Consortium.
He was responding to a question about how the territory could possibly stem the influx of unlicensed, unregistered firearms into the territory.
“What happens is – when you tell somebody no, the temptation is more,” Governor Bryan argued, referring to the territory’s strict gun ownership regulations. “The states with the toughest gun laws get the highest homicide rates,” he declared.
“I think we should move to a place where we open gun ranges that are legal and we make it easier for people to license and carry firearms,” Governor Bryan stated. He argued that the percentage of Virgin Islanders who carry unregistered weapons for reasons of ill-intent is very small, while the majority of residents carry firearms because “they’re trying to protect themselves, or feel protected.”

Hard to believe you can be worst that Hawaii gun laws.
Guns are all but outlawed in Hawaii, I think Russia is more lenient!
Hawaii has changed their permitting system after losing some Federal court battles.
The U.S. V.I. still has an essentially “may issue” permitting system. The system is not transparent.
As an avid boater and someone who hopes to one day cruise the Caribbean in his own boat, I hate the irrational laws governing firearms aboard private vessels.

That’s beside the point, governor. What matters here is if your gun policy is constitutional or unconstitutional. “Failing” or “not failing” has nothing to do with it.
I switched my legal residence to WA state and had a CC permit in a week. I won’t travel on the mainland without being armed.
Hawaii won’t honor that permit.
Hawaii counties are still in “May issue mode”. County Democrat police chiefs are scared Schiffless of armed citizens.
The cops here are THAT crooked. Lived here 25 years, so I know.
Best bet in Hawaii is to ignore the CC law and keep a lawyer on speed dial. You will live longer.
I have long believed their is a strong correlation between strong infringements on the Second Amendment and government corruption.
Didn’t America purchase the (now U.S.) Virgin Islands from Denmark in 1917?
